I am likewise desired to express to you the opinion of Government that it would be advisable to postpone coming to any final arrangement pending the receipt of further commands from Her Majesty's Government.
I am to add that those Commands may be very shortly looked for as a reference, bearing directly upon them, was made to Lord-Stanley so long ago as the 6th of September 1803.
